What is a PSA Certification of No Record and Why is it Important for Late Registration?

What is a Certificate of No Record?

A PSA Certificate of No Record, also known as a Negative Certification, is an official document issued by the Philippine Statistics Authority (PSA). It certifies that there is no existing record of civil events such as birth, marriage, or death under a particular name in their civil registry database.

This is mainly because it was never registered with the Local Civil Registry Office (LCRO) and is not reflected in PSA’s national records.

This document is needed when filing for Late Registration or may be considered a requirement for any legal proceedings or special circumstances like correcting records or registering for the first time.

Late Registration of PSA Records

Late registration refers to the delayed registration of a civil event, which is allowed under Philippine law.

On filing late registration at LCR, the office usually asks for a Certificate of No Record or Negative Certification from the PSA to confirm that the event is not yet recorded. 

It serves as proof that the person’s details are not part of the PSA’s civil registry system, which justifies why a late registration needs to happen.

Requirements for Late Registration

Each LCR may have different requirements depending on the circumstances and age of the registrant.

  1. PSA Certificate of No Record

  2. Affidavit of Delayed Registration

  3. School records (if applicable)

  4. Baptismal certificate

  5. Barangay Certificate

  6. Valid IDs or supporting documents

How to File Late Registration?

Here’s the step-by-step guide on how you can obtain a file late registration.

Step 1: Request a copy of your Document

Request a copy of the PSA documents (birth certificate, marriage certificate, or death certificate) online or walk in. 

If the PSA cannot find the document in its records, a Negative Certification or Certificate of No Record will be issued.

Step 2: Filing of Late Registration

After obtaining the Certificate of No Record, late registration should be filed at the LCRO of the city or municipality where the life event occurred. Submit the certificate together with other necessary documents. After paying all the fees, get the Official Receipt (OR) and wait for the document to be released.

Step 3: Endorsement to PSA

The LCR will endorse the registered copy to the PSA. You may ask the LCRO for the timeline of the endorsement for you to know when you should file a request to the PSA.

Upon the endorsement, ask for the copies from the LCRO; Receipt of Forwarder/Courier in case the endorsement was sent to PSA through a local courier, Personal copy of the document from the LCRO, and Copy of the Endorsement Letter or Transmittal Letter from the LCRO to the PSA
